# Soft goods manufacturing: Vietnam vs Zhejiang

01 · The short answer

## Which one fits your soft-goods program

### VN Choose Vietnam when

- The products are sewing-heavy: T-shirts, hoodies, caps, totes and plush accessories.
- The US or EU is your main market and diversifying away from China-origin goods matters.
- You sell into the EU and can meet the EVFTA origin rules for preferential duty.
- Licensed merchandise needs consistent, licensor-grade quality control.

### CN Choose Zhejiang when

- Development depends on many fabric options, prints or knits close to the factory.
- Fast reorders rely on fabric being available in the same province.
- The fabric itself is technical or unusual and made by a specific mill.
- Your main market is China or a market where China-origin duties are not a concern.

### VN+CN Split production when

- Fabric development happens in China while sewing-heavy volume moves to Vietnam.
- Different collections go to markets with different duty exposure.
- You want a second qualified source before peak season.

## Vietnam vs Zhejiang, factor by factor

Fabric access favors Zhejiang; sewing labor and duty diversification favor Vietnam.

| Factor | Vietnam | Zhejiang | Edge |
| --- | --- | --- | --- |
| Fabric access | Many fabrics are imported, a large share from China, which adds transit time. Local supply is growing. | Fabric markets and mills in the same province: the fastest place for development and reorders. | Zhejiang |
| Sewing labor | Large, experienced garment workforce. Labor costs are generally lower than in coastal China. | Skilled and increasingly automated, at higher wages. | Vietnam |
| EU import duties | The EU-Vietnam Free Trade Agreement (in force since 2020) gives preferential duty to garments that meet its origin rules, which generally require the fabric to be made in Vietnam or the EU. | China-origin garments pay the standard EU duty. | Vietnam |
| US import duties | Vietnam-origin goods are treated separately from China-origin goods. Rates have changed several times since 2025. | China-origin goods have faced additional US duties in recent years. Rates change often. | Check current rates |
| Lead time | Takara’s reference timeline for soft goods is about 55 days, plus fabric transit when fabric is imported. | Often shorter when fabric is sourced locally. | Zhejiang |
| Minimum order | Driven mostly by fabric: custom-dyed or printed fabric carries mill minimums. | The same fabric-driven minimums apply. | Even |
| Licensed merchandise | Takara has produced licensed apparel for Tagger (Doraemon, Shin-chan, One Piece) and Pokémon apparel under its Mirako brand. | Many experienced licensed-goods factories. | Even |
| Textile testing | Set by the destination market (fibre labeling, flammability, restricted chemicals). | Exactly the same requirements apply. | Even |
| Supply-chain risk | Adds a second country to a China-only supply chain. | Concentration risk if every collection depends on one country. | Vietnam |

04 · Strengths and trade-offs

## What each origin is really good at

### VN Vietnam

Strengths

- Sewing-heavy products at competitive labor cost.
- Preferential EU duty under EVFTA for garments that meet the origin rules.
- Licensed apparel experience: 26 SKUs for Tagger and Pokémon apparel sold across 230+ retail doors in Vietnam.
- Eco-friendly cut-and-sew goods were part of the 85 SKUs Takara sourced for ThreeSixty Group.

Trade-offs

- Heavy reliance on imported fabric adds transit time and limits fast reorders.
- Chinese fabric sewn in Vietnam does not meet the EVFTA origin rules, so it pays the standard EU duty.
- Peak-season capacity books up early.

### CN Zhejiang

Strengths

- Fabric, trims and printing in one province: fast development and reorders.
- Deep specialization in knitwear, socks, printed and technical textiles.
- Very large and flexible manufacturing base.

Trade-offs

- Duty exposure on China-origin goods for some destination markets.
- Higher labor costs on sewing-heavy items.
- Single-country concentration if every collection is made there.

05 · How Takara runs it

## One partner, both origins

Takara works with vetted partner factories in Vietnam and China, so the choice of origin follows your markets and your product, not the other way round.

1. 01 **Brief and markets** Share the design, quantities and every market you will sell in. Markets decide the testing scope and the duties that matter.
2. 02 **Quote the right origin** Where it helps, Takara quotes the same specification from both countries and compares landed cost, not just unit price.
3. 03 **Sample and approve** Samples are made and revised until you sign off. The approved sample becomes the standard for production.
4. 04 **Produce and inspect** Production at an assigned partner factory, with inspection against the approved sample before shipping.
5. 05 **Ship with clean paperwork** Origin is declared where production actually happens, with test reports and documents for your market.

Tagger **26 licensed SKUs**

OEM apparel and merchandise for the master licensee of Doraemon, Shin-chan and One Piece in Vietnam.

The Pokémon Company **230+ retail doors**

Licensed apparel and accessories under Takara’s Mirako brand, from Ministop to Aeon Mall.

ThreeSixty Group **85 SKUs, 8 categories**

Including eco-friendly cut-and-sew goods for major US retailers.

06 · FAQ

## Common questions

**Is it cheaper to make T-shirts and hoodies in Vietnam or China?**

Sewing-heavy items are often competitive in Vietnam because of labor costs, while fabric is often cheaper and faster to source in China. The total depends on where the fabric comes from, the duties in your market and freight. Compare landed cost with real quotes.

**If Chinese fabric is sewn in Vietnam, is the garment “Made in Vietnam”?**

For US customs, a garment’s origin is generally where it is assembled, so it would usually be Vietnam-origin. For EU preferential duty under EVFTA, the fabric generally has to be made in Vietnam or the EU, so garments made from Chinese fabric pay the standard EU duty. Confirm your case with a customs broker.

**How long does custom apparel take in Vietnam?**

Takara’s reference timeline for soft goods is about 55 days, plus fabric transit when the fabric is imported. Takara confirms the timeline with each quote.

**What testing do apparel and bags need?**

It depends on the market: for example fibre-content labeling, flammability for clothing in the US, and restricted chemicals such as azo dyes in the EU. Children’s items have extra rules. The free compliance checker lists them per market.

**Can Takara split a collection between Vietnam and China?**

Yes. Takara works with vetted partner factories in both countries and can place each item where fabric access, duties and timing work best, under one quality-control process.
