01 · The short answer

## Which one fits your plush program

### VN Choose Vietnam when

- The US or EU is your main market and duty exposure on China-origin goods matters to your margin.
- The design is cut-and-sew plush with standard fabrics and fillings.
- You want a second source so one country’s disruption cannot stop your launch.
- A retailer or licensor is asking you to diversify production.

### CN Choose Dongguan when

- The toy needs unusual fabrics, trims, sound boxes or electronics sourced within a day’s drive.
- Materials must be on hand immediately for a very fast or very small run.
- Plush is combined with complex molded or electronic parts in one product.
- Your main market is China, or a market where China-origin duties are not a concern.

### VN+CN Split production when

- You sell in several markets with different duty exposure.
- Volume lines can move to Vietnam while complex or fast-turn SKUs stay in China.
- You want a qualified back-up factory before peak season.

## Vietnam vs Dongguan, factor by factor

Where each origin usually has the edge for custom plush, and where it comes down to your product.

| Factor | Vietnam | Dongguan | Edge |
| --- | --- | --- | --- |
| US import duties | Vietnam-origin goods are treated separately from China-origin goods. Rates have changed several times since 2025. | China-origin goods have faced additional US duties in recent years. Rates change often. | Check current rates |
| Unit price (FOB) | Competitive for labor-intensive cut-and-sew. Imported specialty fabrics can offset part of the labor saving. | Very competitive, especially when materials are bought locally and in volume. | Even |
| Fabrics and trims | Standard plush fabrics and fillings are available. Specialty fabrics and trims are often imported, which adds lead time. | One of the deepest material markets for plush: fabrics, embroidery, trims, sound and light modules close by. | Dongguan |
| Sampling speed | Fast for standard designs. On the Rohto project, R1 samples for the first 3 designs came in 7 days. | Fast, with materials on hand for most revisions. | Even |
| Production lead time | Takara’s reference timeline for custom plush is about 55 days. Add buffer when specialty materials are imported. | Similar for standard work. Can be shorter when materials are stocked locally. | Even |
| Minimum order | Custom plush from 500 pcs per design at Takara. | Small batches are widely available; minimums depend on the factory. | Even |
| Safety testing | Set by the destination market (for example ASTM F963 for the US, EN 71 for the EU), not by the factory’s country. | Exactly the same requirements apply. | Even |
| Labor | Large, experienced sewing workforce. Labor costs are generally lower than in coastal China. | Skilled workforce. Labor costs in Guangdong have risen over the past decade, partly offset by automation. | Vietnam |
| Supply-chain risk | Adds a second country to a China-only supply chain. | Concentration risk if every SKU depends on one country. | Vietnam |
| Ports and freight | Ho Chi Minh City (Cat Lai) and Hai Phong, with direct services to the US and Europe. | Shenzhen and Hong Kong are close by and among the best-connected ports in the world. | Dongguan |

04 · Strengths and trade-offs

## What each origin is really good at

### VN Vietnam

Strengths

- Duty diversification for US-bound goods, which is the main reason brands add Vietnam.
- Experienced cut-and-sew workforce suited to plush and soft toys.
- A credible second source that retailers and licensors recognize.
- Takara’s track record: 120,000 plush dolls exported to the US for Walmart and Target, and 23,400 Rohto blind-box plush delivered 25 days ahead of contract.

Trade-offs

- Specialty fabrics, trims and electronic modules are often imported, which adds transit time.
- Capacity tightens before peak season, so book production early.
- Fewer factories than Guangdong, so factory selection matters more.

### CN Dongguan

Strengths

- Materials, trims and components close at hand: the fastest place to iterate a complex toy.
- A very large number of toy factories at every price point.
- Excellent port access through Shenzhen and Hong Kong.

Trade-offs

- Duty exposure on China-origin goods for some destination markets.
- Higher labor costs than a decade ago.
- Single-country concentration if every SKU is made there.

05 · How Takara runs it

## One partner, both origins

Takara works with vetted partner factories in Vietnam and China, so the choice of origin follows your markets and your product, not the other way round.

1. 01 **Brief and markets** Share the design, quantities and every market you will sell in. Markets decide the testing scope and the duties that matter.
2. 02 **Quote the right origin** Where it helps, Takara quotes the same specification from both countries and compares landed cost, not just unit price.
3. 03 **Sample and approve** Samples are made and revised until you sign off. The approved sample becomes the standard for production.
4. 04 **Produce and inspect** Production at an assigned partner factory, with inspection against the approved sample before shipping.
5. 05 **Ship with clean paperwork** Origin is declared where production actually happens, with test reports and documents for your market.

ThreeSixty Group **120,000 plush dolls exported**

Rohto Vietnam **23,400 units, 25 days early**

06 · FAQ

## Common questions

**Is it cheaper to make plush toys in Vietnam or in China?**

Unit prices are often close. The difference usually comes from duties in your destination market, freight, and whether specialty materials have to be imported. Compare landed cost per unit with real quotes and the current duty rate, which is what the worksheet on this page does.

**Is plush quality in Vietnam as good as in Dongguan?**

Quality depends on the factory, not the country. Both have excellent and poor factories. Takara assigns work only to partner factories it has vetted, and inspects production against the approved sample before shipping.

**Do I still need EN 71 or ASTM F963 testing if the toys are made in Vietnam?**

Yes. Testing is set by where the toys are sold, not where they are made. A toy sold in the US needs US testing and a toy sold in the EU needs EU testing, whichever country produced it. The free compliance checker lists the requirements per market.

**Does finishing a toy in Vietnam make it “Made in Vietnam”?**

Not automatically. Customs authorities decide origin by their own rules, and simply finishing, repacking or relabeling goods made elsewhere does not change origin. Takara declares origin only where production actually takes place.

**Can Takara produce in both Vietnam and China?**

Yes. Takara works with vetted partner factories in both countries, so one team handles sampling, quality control and shipping whichever origin fits your product and markets best.
